The award was presented jointly by Former Governor of Sikkim, Chaudhary Randhir Singh with Former Union Minister &amp; Governor Tamilnadu, Dr.Bhishma Narain Singh, on the occasion of National Symposium on \u201cLife &amp; Works of Late Smt. Indira Gandhi\u201d held on 19th November 2010 at New Delhi to mark the 92nd Birth Anniversary of Late Smt. Indira Gandhi.<\/p>\n<p>Dr. G.V.G Krishnamurthy (Former Election Commissioner India), Mr. Oleg N. Laptenok (Ambassador of Belarus), and Maj.
